Project Team Introduction – key contacts

Alastair Cairney is the Project Manager for the Civic Precinct Project. Alastair brings over 18 years experience in the both the UK and NZ construction industries across a variety of commercial projects to MCLStead.

Fiona Clark is the Stakeholder & Communications Coordinator for the Civic Precinct Project. Fiona brings over 20 years of stakeholder engagement experience in both private and public sectors to MCLStead, alongside strong project management skills, a focus on collaboration and delivery in partnership with clients.





Site Setup and Key Points


From Monday 23 June MCLStead started setting up on site. Key points to note are:


  • There will be 2m fencing around the site

  • There will be 3m fencing on the boundary with the court

  • Heavy vehicle access will be via the site entranceway on Hastings Street

  • General construction access will be via the site entranceway on Dalton Street

  • Traffic flow will occur as normal. Advance notice will be provided on any large deliveries that will require traffic management arrangements

  • There will be times when the bus stops will need to be closed for a time. Advance notice will be provided.


For the duration of the project, the site will close out access to:

  • Footpaths on Dalton & Hastings streets

  • Crossings on Station Street

  • Some carparks on Hastings Street.


These changes and alternate routes will be clearly marked.

Hours of work will be Monday – Friday 7am – 5pm.

Resource consent has provision for Saturday morning and there will be an occasion when need early weekday morning concrete pours. Advance notice will be provided.

  • Delivery of MCLStead site offices and containers

  • Arrival of:

    • Our 100T crane

    • Diggers for foundations

    • Hiabs for delivery of materials

We’re thrilled to launch MCLStead Ltd, a joint venture company founded by the Managing Directors of Stead Construction and MCL Construction in 2024.


Each Managing Director shared a vision for an entity formed by locals, for locals, A coming together of locally owned and operated firms, who together have all of the expertise, experience and physical resources to complete large infrastructure and construction projects that come around in Hawke’s Bay every five years or so.


MCLStead’s first project is the Napier Civic Precinct Project, we’re excited to be the lead contractor delivering this project for Napier City Council and are looking forward to commencing construction on site this month.
