Broader Outcomes - Second Quarter

In our last project news update we shared some of our early progress against the broader outcomes we have committed to delivering for the Te Kete Project. Now we've completed the second quarter, we've more to share. See the table below:

Cultural

Wellbeing

  • The cultural narrative for Te Kete has been installed in our site office meeting room to support project conversations with subcontractors & visitors

Social

Wellbeing

  • In partnership with the Ministry of Education, six Napier schools will commence site visits in early 2026. These visits will give students an opportunity to view major construction milestones and learn about a range of construction associated jobs.

  • MCLStead has an agreed work experience programme in place with EIT scheduled to commence in February 2026.

Economic

  • MCLStead have engaged 27 local subcontractors to date. MCLStead’s local subcontractors equate to 87% of current subcontractors engaged.

  • MCLStead also has active trade accounts with 38 local suppliers of goods & services.

Environmental

Wellbeing

  • Cultural Monitoring continues during excavation works to ensure tikanga is upheld and any potential findings are appropriately managed throughout the Accidental Discovery Process.

  • In this second quarter MCLStead has recycled 100% of concrete and steel and diverted 70% of the general builders' waste from landfill.

  • Mitre10’s Take-Back scheme is now active, with cardboard, plastic, wood and polystyrene being recycled from site.

MCLStead is a joint venture of two local construction companies with over 100 years construction experience MCL Construction and Stead Construction. MCLStead is committed to delivering the Napier Civic Precinct project by local, for local and with local as much as possible. Advanced Plumbing (HB) Ltd - Work on Te Kete

Advanced Plumbing (HB) Ltd is delivering the complete hydraulic services scope for the Te Kete redevelopment, including the new library (Te Aka), council chambers, and multi-storey office (Maranga) tower.


The scope includes the design coordination and installation of all building water supply, wastewater, and stormwater systems. Advanced Plumbing (HB) Ltd is currently active on site, with works programmed to continue through to early 2027, aligning with the wider construction programme.


Advanced Plumbing (HB) Ltd is resourcing the project with a dedicated delivery team supported by experienced local project management and technical staff. Being Hawke’s Bay based enables prompt decision-making, strong coordination with consultants and contractors, and rapid response to programme and design changes.


The Te Kete project involves a high level of service coordination and technical complexity across multiple asset types within a single integrated precinct. Key elements of the scope include:

  • Potable water supply systems serving public and commercial spaces

  • Wastewater drainage systems

  • Stormwater re-claim system to feed a non-potable supply to toilets and hose taps

  • Greasy waste installation for commercial kitchen.

  • Water metering for each tenant / zone

  • Coordination with structural, architectural, fire, electrical, and civil packages

  • Underfloor Heating

Kinetic Electricals’ work on Te Kete

Kinetic Electricals’ work on the Te Kete project is focused on the electrical work for both the new library, new council chambers and office tower. The scope of this electrical work includes:

  • Power and lighting

  • Electrical for Mechanical

  • Main Switchboards and Distribution boards

  • Solar panels.


While Kinetic Electrical have undertaken some initial preparation visits to site recently, it's not until April 2026 that they will be on site to formally commence their works. Daniel Ballantyne will be the Project Manager on site – Dan has experience in managing many projects for Kinetic Electrical throughout Hawke’s Bay and is looking forward to getting involved in the NCC Precinct project.

Kinetic Electrical's original electrical contracting partnership started off little different to any other – a couple of electricians working together from a rundown shed on a back section. But today, many years later, Kinetic Electrical has evolved into one of the largest contracting operations in the country, with 23 locations across New Zealand.

  • Rockit Apples – New Packhouse and Coolstores – 12 months, 6-8 staff



  • Hawkes Bay Regional Museum Research and Archives Centre – 18 months, 4 staff

Turfrey’s work on Te Kete

Turfrey’s work on the Te Kete project is focused on the roofing works for both the new library, new council chambers building and the office tower. The roofing solution specified across all three buildings is a roof logic system. Rooflogic systems are warm roof systems and have numerous advantages over traditional roofing designs those being:


  • Thermal performance-specifically designed to meet the Bays climate zone, the roof will reduce temperature fluctuations for all the building users normally associated with winter and summer seasons and greatly reduce energy consumption to achieve comfortable temperatures within all the spaces.

  • Acoustic performance-high levels of acoustic control are achieved through the roof design to manage interior reverberation

  • Fire performance - Proven and tested fire rating to meet the project requirements.

  • Corrosion zone- designed, specified and installed to withstand the marine environment

Turfrey will have a dedicated project manager and foreman on site for the duration of works assisted by the roofing trades team accredited for the Rooflogic system installation.


Over 80 different components will go into the different roofing and cladding installations installed by the Turfrey team.


Who is Turfrey?

Turfrey's story began 50 years ago in the town of Waipukurau in Central Hawke’s Bay. Bruce Turfrey along with four staff began providing plumbing services to the region and developed a reputation for honest work, performed well.


Eldest son, Brad, joined the business as an apprentice, and eventually taking over the reins in 2013, beginning a process of expansion and investment in growth and infrastructure in a bid to meet the growing professional needs and expectations of the modern construction industry.


Brad's brother, Thomas, joined as Operations Manager in 2015 and the family are now supported by an experienced management team and growing staff of construction professionals who support the Company's values and vision for a modern, responsive and progressive construction sub-trades business.

What’s Next
